I have lived in other cities which used "311" as a non-emergency number to pair with the traditional "911" emergency line. Has the city ever considered adopting this? What are the potential drawbacks? How could a private citizen go about proposing this?

3-1-1 is typically an information line that addresses a variety of city services. It is typically not housed as part of the public safety communications; conversely, it is intended to take those types of questions away from Public Safety employees. In discussions with our Public Safety Communications personnel, the number of city-related questions not pertaining to public safety are not very high and setting up a seperate 3-1-1 communications department and infrastructure doesn't seem practical at this point in time. The non-emergency line for public safety communications is 972.292.6010
