I've been a regular reader of the Road Construction Project Meeting minutes that are posted on the City of Frisco website. Over the past months, there have been mentions of intersection improvements at the intersection of Independence and Eldorado, however it's been many months and it appears nothing has been started. Traffic has continued to get worse with new construction in the area, and the addition of Heritage High School is not going to make the situation any better.

When will Independence and Eldorado be expanded to a four-lane divided roadway around this intersection? When can residents expect a traffic signal here?

The plans for the Eldorado/Independence Intersection improvement project are nearing completion and we are finalizing the acquisition of the property required to construct the project. The project is on schedule to begin in early 2009 and the project is expected to be completed prior to the first day of school for Heritage High School.

The traffic signal is expected to be operational upon completion of the intersection improvement project.

At the completion of the intersection improvements, will there be two lanes in each direction, making both Eldorado and Independence a 4-lane divided roadway at the intersection?

Eldorado will be widened to two lanes in each direction; however, no construction will occur on Independence at this time.

We are considering projects to widen Independence to four lanes from Main Street to the north Frisco City Limits and to widen Eldorado Parkway to 6 lanes between Hillcrest and Custer Road. We expect to begin design on these projects in 2009.

What's the status on this project and design of the the four lane roadway between Main St and the North Frisco city line on Independence? Traffic is horrible in both directions of this roadway. Is there anything that can be done with the traffic signal at Main Street and Independence to fix the excessive northbound traffic that backs up from Eldorado in the afternoons and evenings?

Don,

It is expected that the design of Independence from Main Street to the north city limits will begin late this year.

No, there are no changes that can be made at the traffic signal at Main & Independence to improve the congestion caused by the four-way stop at the intersection of Eldorado & Independence. Holding traffic longer at the traffic signal would not reduce the overall amount of delay experienced up to Eldorado.

Fortunately, conditions are going to be improved at that intersection in the near future. The widenting of Eldorado Parkway at Independence is currently under construction and will be complete before school starts in the Fall. At the same time, a new traffic signal will be installed at the intersection and will greatly improve traffic conditions in all directions. (Even though Independence will not be widened yet, the increased capacity on Eldorado and replacing the four-way stop with a traffic signal will eliminate the long backs up on Independence.)

Ok. So it's now July 10th and while I may not be a construction person this construction at Independance and Eldorado appears to be far from complete. Are you still expecting to have this completed prior to the upcoming school year? Traffic was horrible there last school year and I can only imagine what it will be like once the new high school opens.

Yes, the amount of work completed to date is in line with the schedule that will have the project complete before school starts. In addition, we met with the contractor today and they say that they expect to have the work completed by the deadline.

What is going in on the southwest corner of the Eldorado and Independence intersection? What is the area zoned for? Is there retail zoning in this area?

The property on the southwest corner of this intersection is zoned Planned Development 203-Office-1. This zoning allows for various office uses such as medical and general. There is Retail zoning on the northwest and southeast corners of this intersection.

The section of Independence Parkway from Main Street to north of Eldorado is currently under design, upon completion of this project, it will be 4 lanes . I am also curious about the traffic on Independence, Frisco ISD is saying that we are less than 2 miles for my daughter who is zoned for Ashley Elementary and will have to cross Independence to get to school it is zoned 45 mph. Thanks for any input.

The City will be widening Independence Parkway beginning in January or February of 2011, which will provide two lanes in each directions all the way from Main Street north to Roach Middle School. As part of this project, sidewalks will be built along Independence which will enable children from your neighborhood to have access to the intersection of Eldorado & Independence and then there are sidewalks all along Eldorado Parkway to Heritage High School and to Ashley Elementary (by cutting through a residential neighborhood). If all goes according to plan, the Independence project will be completed just before the 2011-2012 school year starts.

Once a sidewalk is in place on both sides of Independence, we can look at the possibility of a pedestrian crosswalk across Independence from Sorano into the Villages of Stonelake Estates to provide a shorter route through that neighborhood. Whether or not a mid-block school crossing is installed across Independence will depend upon on how many children need to cross the street from Sorano, whether a route through Villages of Stonelake Estates is a good route, and other factors.

Once the Independence project nears completion and the 2011-2012 school year approaches, you can contact me again to see about these issues will work out based on the conditions at that time.

Right-of-way acquisition is currently under way. The current estimate for road construction to begin is May. You can track the status of this project by checking the Engineering Services Monthly Report, which is available on the city website and is updated monthly. The report will give the latest estimate for construction to start, as well as the latest estimate for completion once work begins.

Traffic is expected to be switched to the new pavement this week; however, only one lane each direction will be open until the contractor can finsh installing street lighting, landscaping and complete left turn lanes.

I noticed on the southbound portion of Independence between Eldorado and Main St, it appears the telephone poles were installed in the wrong place. Now the concrete is laid, there are three or four poles that are actually in the roadway. Who made the mistake, and how long to fix it?

Those are existing power poles are in conflicts with turn lanes for the future high school, we are coordinating with Coserve Electric to relocated those poles. The contractor will come back and fill in those leave out panels when the poles are relocated to the back of curb. Thanks.

A future high school? There is already a high school at Independence and Eldorado, would they really build two high schools less than a mile apart?

High School #7 is planned to be located aprox. 3,000 feet south of Eldorado Independence intersection. Regarding where the FISD chooses to buy land/build schools, that would be Richard Wilkinson, Deputy Superintendent: wilkinsr@friscoisd.org, 469-633-6032.

Anyone know why the medians across from Roach Middle School on Independence have not been mowed in months? The weeds are approaching 2-3 feet high.

That portion of Independence has not yet been final accepted by the City and it is still the responsibility of the contractor to maintain. They did get those mowed prior to the rain a few days ago.

Has the independence pkwy from Eldorado to 121 reached its maximum lanes (4) or Is there any scope for expansion in future.

Most of our major thoroughfares are initially built as four-lane roadways with wide medians, which gives us enough room to add two more lanes in the middle when we need them in the future. Independence Parkway is planned to be a six-lane roadway sometime in the future when traffic volumes warrant it.
