What is the purpose of this stop sign?

Each direction has only one direction to travel, so there is no cross traffic requiring a stop.

This is a case where the full intersection pavement has been built, but not all lanes leading to it have been. If traffic were allowed to make the right-angle turn without stopping, some confusion might arise about which sections of pavement are to be used and which aren't. By stopping both directions, motorists have a moment to take in the intersection, and proceed along the proper path. The stop sign for northbound traffic is especially important to draw motorists past the stub for what will be the future eastbound lanes, so that they properly turn onto the pavement on the north side of the intersection.

The traffic control will change in the future when additional lanes are connected to the intersection.
