I noticed the Windmill has been put up today. There were a lot of teenagers climbing on it. Some of them were able to reach the mid-tier. I'm afraid they might hurt themselves because the blade on the windmill was rotating very fast and I think it is made of metal.

I noticed the windmill is not working. Is it by design?

The windmill is designed to work. The contractor who installed it has been notified and it should be repaired by the end of this week or early next week.
