City of Frisco ordinance provides for an "On-street parking permit" to park an RV on a city street up to 48 hours prior to, and up to 24 hours after, any trip.
Here is the definition: "On-street parking permit means written governmental permission authorized by the chief of police of the city or appointed designee (the "chief of police") empowering the holder thereof to park or store a recreational vehicle on a public street within a residential zoning district for a temporary period of time not to exceed 48 hours prior to a trip or 24 hours following a trip. Said permit shall identify the owner or operator of such vehicle, nearest street address or precise description of location where vehicle is to be parked or stored, the date the permit is issued, date of expiration, and any other information, conditions or special restrictions deemed necessary by the chief of police or at the time of issuance.(Sec 90-148)
If I secure such a permit, but my HOA restrictions prohibit parking or storing an RV within the HOA, which one controls? Thanks.

A permit providing a temporary allowance to park an RV in a residential area only applies to the city ordinance restrictions. Any restricting HOA covenants would still apply and having the permit would not prevent an HOA from taking action under their provisions. The HOA restrictions are not enforced by the police department.

Are boats allowed to be parked in the driveway of rear-entry homes or is there a city ordinance restricting this?

The City of Frisco does not have an ordinance regulating boat parking in the driveway. However, the boat may not be parked on the street if it is not attached to a vehicle.
You may elect to contact your homeowners association's contracted property management company to review your subdivision's covenants. Many times covenants are more restrictive and the HOA will not allow for boats in the neighborhood.
