I'm seeing new utility poles being erected from 423 to Teel on Eldorado. Is this in preparation for the expansion? What's the current timeline for expansion of Eldorado from 423 to 289?
Also, what's the status of expanding 423 and 289? I know all of these are TxDOT projects and not run by the city.

Per Cissy Sylo, Director of Engineering:
•Eldorado - The new utility poles are in anticipation of the expansion of Eldorado. TxDOT is letting the bid on Eldorado on February 7th. Roadway construction will begin once the franchised utilities complete their relocations. It is estimated to take 18 to 24 months to complete the roadway construction once the franchised utilities complete their relocations. •SH 289 - Engineering Design Services, by TxDOT’s Collin County Area Office, are 90% complete. Environmental Clearance was received in June 2005, and TxDOT is currently acquiring right-of-way. Franchise utility companies are preparing plans for relocations and will begin once ROW and/or right of entry has been acquired. ROW is approximately 75% complete. Construction is expected to begin in the fall of 2008 and is estimated to take 30 months. •FM 423 (SH 121 – US 380) – Environmental clearance (FONSI) for the Middle and North Sections was received on July 7, 2006, and ROW acquisition will be conducted by TxDOT in accordance with the SH 121 Memorandum of Understanding. Please contact Lori Chapin regarding this project at 972-292-5431 or TxDOT at (940) 387-1414.
1.North Section (FM 720 “Wye” – US 380) – Jacobs Carter Burgess is currently working on 95% plans. The north section is scheduled to be bid by TXDOT in May 2009 and it is anticipated that approximately 24 months are required for construction.
2.Middle Section (Stewart Creek – FM 720 “Wye”) – Jacobs Carter Burgess has submitted 100% plans to the District for final review. Right of way was released by TxDOT in November 2007. TxDOT is currently conducting appraisals. Coordination with the utility companies continues as they have been requested to submit 65% Utility Relocation Plans by the end of January 2008. The middle section is scheduled to be bid by TXDOT in December 2008 and it is anticipated that approximately 24 months are required for construction.
3.South Section (SH 121 – Stewart Creek) – Denton County is coordinating the design of this project by Jacobs Carter Burgess working with TxDOT and The Colony. TxDOT held a Public Hearing on the environmental effects of the plans to widen this section on January 8, 2008. Currently, this project is expected to bid in December 2009, pending environmental clearance, acquisition of right-of-way, and relocation of utilities.
