Is there a submittal and approval process for the design of store parking lots, and who submits/approves these?
It seems that there are so many medians and obstructions in lots that it makes for straight driving a real challenge. For example Kroger at Teel/Main, you pull in from the gas station and can go 4 different ways, and none are straight causing confusion and frustration among drivers.
Secondly, the landscaping that goes into these lots look real nice, but the trees and bushes are so close to the intersection and higher than most vehichles that you can't see traffic coming. Very noticable at the mall for one.
Is there any ordinance that someone keep these trimmed and the view unobstructed?

When a site plan for a shopping center is submitted, the plan, including drive aisles, is reviewed by Planning and Engineering Services staff. After any issues have been resolved with the application it is presented to the Planning & Zoning Commission for their approval. Staff does review the placement of drive aisles and how they cross the property.
Medians and obstructions are included so as to limit the ability for vehicles to cross parking lots to reduce the potential for collisions.
The height of interior landscaping is not regulated by City Ordinance. Where staff is aware of a potential visibility issue we contact the developer or property owner and ask that the landscaping be trimed to improve visibility. The mall is one location that staff has contacted a number of times concerning landscaping blocking visibility.
