My neighbor's teenage son is attempting to build a water fountain in their front yard. It is a huge ugly mound of rocks. Some of my other neighbors have complained to our management company. I spoke with them today. I was told that there has been many complaints and that a letter will be sent to them asking them to remove it. Could the city of Frisco intervene and help the situation? Can a homeowner display anything they want to in front of their home or in their front yard, even though it is gaudy and a big mess? Are homeowners limited in the size of their decoration(s) or handmade monument they want to display.
