I am a new resident in this area and wishes to overseed my lawn and it requires watering twice (together ~1 hr) every day for the next 3-4 weeks. am i allowed to use a soaker hose/hand held and if yes are there any restrictions on that?? my home/lawn is new and the grass has not grown good as the builder hasnt done a good job, hence requiring the overseeding.please advice.
Appreciate the great job you guys are doing for us.

Over-seeding refers to the use of winter grass planted on top of dormant turf. Without established turf, you need to prevent the erosion of your soil. Please check with your builder regarding landscape warranty. Otherwise, you may use a hand-held hose on any day up to one hour per day.
