Is there any city of Frisco ordinance or restriction that would prevent an investor from buying up multiple new homes in one neighborhood with the intent of renting them out?
I was informed that a single investor has purchased 9 inventory homes (at least 5 on one street and 4 in a row) and plans to rent them out. My concern is that since these are all fairly large homes, they could be occupied by multiple families or not maintained properly, resulting in diminished property value for the area.

The City of Frisco does not regulate whether the owner or a renter occupys a particular house. The City does regulate the number of families that occupy a house. Please keep in mind though that any number of families members can occupy a house including extended family members.
I would suggest that you review your subdivision's restrictions to see if there is any limitation on occupancy. Subdivision restrictions can regulate occupancy while cities can not. Please feel free to contact me at 972.335.5540, ext. 142 if you should have any questions.
