Our HOA covenants prohibit on-street parking. We have contacted the HOA several times to complain that neighbors constantly park in the street hindering traffic and blocking access to our alley. The HOA will not respond, much less address our concerns. The street width is the minimum required by the City Ordinance, and when people park in the street, it makes access by emergency vehicles and sanitation trucks virtually impossible. What can be done to clear the streets and make our neighbor safer?

Please refer to this thread. The police department cannot enforce HOA covenants.
