Does the city ordinance consider an electronic collar an acceptable form of restraint for a dog?

Animal Control received your restraint inquiry for a domestic dog.

Animal Control Ordinance #05-04-27, Section 3(8) requires a domestic dog to be under physical restraint (leash, rope, cord or similar device) by the owner or custodian or within a secure enclosure.

Who would you report a potentially dangerous animal (Pit Bull) to? He is in a fenced area but the owner has something inside the back yard that allows the dog to see over the fence. My concern is that he jumps the fence and attacks someone. We were walking our dogs down the street and the dog flipped out barking and chewing at the top of the fence. It was pretty terrifying.
