We have a house with a turret in the elevation. The turret covers the front porch. Do we need permit from the city for adding a gate to the turret area so that we can have an entrance of sort to the porch? Will this have any kind of restriction from the HOA ?

No permit would be required from the City for the installation of a gate as described. The latching mechanism on the gate must be operable from the inside without a special tool or knowledge. You must check with your specific HOA to determine if there are any restrictions.
