Todd,

The expansion of Eldorado Parkway from two lanes to four lanes (from the Dallas North Tollway to Preston) is currently under design. It has been divided into two phases to help expedite the project:

• Phase 1 includes the expansion to four lanes between Preston Road and Rogers Road, including turn lanes at Preston Road. This phase also includes the construction of the east side of the intersection at the Dallas North Tollway to match the section currently being constructed under the bridge by NTTA. Phase 1 is anticipated to begin construction in Spring 2007 and to be complete in Spring 2008.

• Phase 2 includes the expansion to four lanes between Rogers Road and the Dallas North Tollway, including the construction of a second bridge over the BNSF Railroad. This phase requires additional time due to the added design associated with the railroad overpass and the coordination and permitting with the BNSF Railroad. Phase 2 is anticipated to begin construction in Summer 2007 and to be complete in Fall 2008.

Can you provide an update for phase 1 of this widening effort? Once the tollway opens this fall, this road will be terribly clogged.

Todd,

As of this time, expedited phasing of the Eldorado Parkway intersection improvements at Dallas Parkway and Preston Road ("Phase I") are no longer included in the project. The benefits associated with the improvements would not have been effective due to the concurrent construction by TxDOT of Preston Road (SH 289) and Eldorado Parkway west of DNT (FM 2934). Both SH 289 and FM 2934 are anticipated to begin construction within the next year. SH 289 will take 30 months to complete and FM 2934 will take 24 months to complete.

The phasing plans proposed by TxDOT currently provide for only one through lane and a left turn lane in each direction at these intersections for the duration of the projects, which is essentially what exists today. If Phase I were to proceed, the intersection improvements would only be in service for a very short time – if at all – before the TxDOT lane closures would begin. Staff is working with TxDOT to attempt to expedite work at these intersections to provide relief sooner instead of later, but no agreement currently exists.

Construction of the City’s portion of Eldorado Parkway (DNT – Preston) is anticipated to begin in September 2007 and will be complete by December 2008. Please let us know if you have any additional questions.

I want to ascertain that I understand your last paragraph, Eldorado between DNT and Preston is a city of Frisco road, not a TXDOT road? This entire stretch of road will be widened to 4 lanes (complete with 2nd bridge overpass) by December 2008?

Todd, that is correct: Eldorado Parkway between DNT and Preston is a City road and is anticipated to be complete by December 2008, including the bridge.

However, the intersections of Eldorado Parkway with DNT and with Preston may not be fully operational due to separate TxDOT projects at these locations that restrict our ability to utilize all lanes through the intersections.

Jimmy,

The City does not have any immediate plans to widen Eldorado Parkway between Preston and Custer. Portions of the roadway will be constructed by developers as they develop the adjacent property. We will continue to monitor this development and traffic counts and may consider using bond funds to construct portions of the roadway in the future.

When will the intersection of Eldorado and the DNT be complete? They were originally scheduled for Feb 07. Last I heard (on 4/3 when Stephanie Spence updated me), the new access lanes were expected to be open by the end of May. However, this intersection looks like it still has months of work to go

Bryan, the latest construction schedule from the North Texas Tollway Authority has the service roads opening July 2, 2007. This update was provided this week to the City of Frisco.

Are the service roads still on schedule for July 2nd? The Eldorado intersection still looks like it has a little ways to go.... although in the last few weeks that have finally made some major headway on it. Is the Eldorado intersection the only thing holding up the opening of all the service roads?

The City project to widen Eldorado between DNT and Preston will likely begin construction this summer. With the passage of the Collin County bond program, the City is working with Collin County to try to secure those funds immediately so that the roadway can be widened to 6 lanes with the current project. If approved by Collin County, the engineering plans will be revised and the full roadway constructed. This will eliminate the need to widen the newly constructed lanes within the next several years and will ultimately increase safety and reduce congestion. The project will likely take 18 months to construct once the plans are completed due to the bridge that must be built over the railroad.

The timeframe stated is approximately 15-18 months for construction activities once actual work begins.

Funding approval for including the additional lanes has been received from Collin County, so Eldorado from DNT to Preston Road will be built all the way out to 6 lanes.

The widening of Eldorado Parkway between DNT and Preston to 6 lanes is expected to begin construction in early 2009. There are two reasons for the recent delays to this project. The first is that the project was originally scheduled to be constructed to 4 lanes and widened to 6 lanes in the future. Funding was identified to construct the 6 lane roadway now, so more time was needed to add the additional lanes to the construction plans. Also, an error was discovered in the drainage plans when the existing 2 lanes were constructed. The drainage system had to be reevaluated and additional design work was necessary. These design of these items are being completed and the Right of Way for the project is being acquired. We do not anticipate any further delays and we expect construction to begin in early 2009.

Are there new apartments being contructed across from the Home Depot on Eldorado? If so when can we expect to see improvements to Eldorado east of the tollway?

It is already congested in the morning. More development without improvement of Eldorado should make congestion worse.

The project has been bid and will be on the April 7 City Council agenda for award of the contract. Work should begin shortly and is expected to take 18 months to complete.

Council approved awarding the bid. The contracts are being prepared and the contractor is making preparations to begin construction. Some franchise utilities will have to be relocated away from the future roadway. The project is expected to take approximately 18 months once construction begins.
We do not have an exact date for construction to begin yet, but expect that the contractor will begin this summer.

The contractor was issued a Notice to Proceed on June 1, 2009. The contractor is mobilizing crews. We expect him to begin work next week.
