I share the side fence with my neighbour. He planted a weeping willow last year in his side very close to the fence. Within one year, the tree branches already get into my side. I know the willow is huge when it gets into mature size. Is there any city code on what tree can be planted and at how far from structure or property line? As far as I know willow tree not only has problems of brittle branches, but very aggressive root system as well. Big Thnanks!

The City does not have code requirements for the planting of trees other than the one or two that are required with the construction of a new home. Willows are not on the list of tree species for required trees. The City does not limit where trees are planted other than to prohibit them in utility or drainage easements. I am sorry but we are not able to address your specific situation.
