Any updates on the widening of Preston north of Main, and Main east of Preston? I believe these are TxDOT projects, but figured the city would know the status. Thx.

• FM 2478/Custer Road (Stonebridge – US 380) – Engineering Design Services for the City of McKinney, by Turner Collie & Braden, are 30% complete for Custer Road from Stonebridge to US 380. City staff is currently working with the City of McKinney on review of the plans.
• FM 2934/Eldorado Parkway (FM 423 – Dallas North Tollway) – Engineering Design Services, by Dannenbaum Engineering Corporation, are 100% complete for Eldorado Parkway from FM 423 to Dallas North Tollway. To comply with the conformity plan, this roadway was designed as a six lane divided roadway. On January 23, 2006, TxDOT informed staff that the letting date of the project has been pushed back from May 2006 to August 2006. On March 23, 2006, TxDOT informed staff that they have now pushed back the letting date to April 2007. On July 6, 2006, a Public Hearing will be held in accordance with the requirements of obtaining final approval of the Environmental Assessment, which is anticipated to be received in October 2006. Staff anticipates beginning right-of-way acquisition in July 2006, pending TxDOT’s execution of the Right-of-Way Agreement. Franchise utility companies are preparing plans for relocations and will begin once right-of-way has been acquired. Construction is anticipated to be 18 months.
• FM 3537/Main Street (Preston Road – Custer Road) – Engineering Design Services, by Birkhoff, Hendricks and Conway, are 30% complete for Main Street from Preston Road to Custer Road. On December 1, 2005, TxDOT conducted the Public Hearing on this project as required for approval of the Environmental Assessment which is anticipated to be received in July 2006. The revised Schematic has been approved by TxDOT for the design of the roadway from a four lane roadway to a six lane divided roadway. Right-of-way is anticipated to begin in September 2006. Franchise utility companies are waiting on final right-of-way documents before preparing plans for relocations and will begin once right-of-way has been acquired. TxDOT plans to let this project in August 2007. Construction is anticipated to be 24 months.
• FM 423 (Stewarts Creek – US 380) – Engineering Design Services, by Carter Burgess, are 65% complete for FM 423 from Stewarts Creek to US 380. On February 23, 2006, TxDOT conducted the Public Hearing on this project. as required for approval of the Environmental Assessment which is anticipated to be received in October 2006. At the FM 423 Task Force Meeting on April 21, 2006, Denton County informed staff that the letting date of the project has been pushed back from December 2006 to September 2007. Right-of-way acquisition will be conducted by Denton County in accordance with the SH121 Memorandum of Understanding. Franchise utility companies are waiting on final right-of-way documents before preparing plans for relocations and will begin once right-of-way has been acquired. Construction is anticipated to be 24 months.
• SH 289/Preston Road (Main Street – US 380) – Engineering Design Services, by TxDOT’s Collin County Area Office, are 60% complete for Preston Road from Main Street to US 380. Bridges at Panther Creek and Parvin Branch are currently under construction by TxDOT -- 3 lane bridges (half lane section). Environmental Clearance was received in June 2005 and TxDOT anticipates beginning acquiring right-of-way in August 2006. Franchise utility companies are preparing plans for relocations and will begin once right-of-way has been acquired. On May 31, 2006, TxDOT informed staff that the letting date of the project has been pushed back from December 2006 to June 2008. Construction is anticipated to be 30 months.

The Right of Way (ROW) acquisition has been out sourced by TxDot. This Acquisition has not been proceeding as quickly as anticipated. TxDot has asked the City of Frisco to obtain Right of Entry on the parcels so utility relocation can occur.

What about Eldorado Parkway from DNT to Preston? Eldorado is 4 lanes for part of the way on the East side of Preston, and now is being expanded West of the DNT. Isn't that going to create a bottleneck from DNT to Preston?

On June 6, 2006 Frisco City Council executed professional services agreement with Wier & Associates, Inc. for design of Eldorado Parkway from Preston to Dallas North Toll Road from two lanes to four. Phase 1 is from North County to Preston Road and design should be complete April 2007. Phase 2 is the remainder and should be complete September 2007. Construction is 9 months for phase 1 and 12 months for phase 2.

Regarding Preston Rd north of Main, is the delay still anticipated to continue until June 2008 before construction even begins?

Could you comment on the status of Eldorado from Preston to DNT?

Mike,

Pending the completion of ROW acquisition and relocation of utilities, TxDOT expects the job to let late this fall. If either of those two take longer than expected, the date will slip into 2008. We meet with TxDOT bi-weekly to make sure we can help them in anyway possible to keep the letting date from moving into 2008.

Design on Eldorado from Preston to DNT is progressing and should be complete by April 2007.

Regarding ROW acquisition specifically along Eldorado Pkwy between Preston DNT, how many feet of land will the city acquire to expand Eldorado?

Jim,

Eldorado Parkway is designated as a major thoroughfare. The typical ROW width is 120’ with a flare to 140’ at intersections with other major thoroughfares (60’/70’ on both sides of the ultimate centerline). The bridge over the railroad will require additional ROW to construct adequate side slopes on the approaches. Since the southern half of the roadway exists today, any additional ROW will be acquired to the north of the existing roadway.
