An alley is a public way open to public traffic.

I have seen gated communities with their gates open. Is it illegal to drive into such a community if the gates are open?

If there are no signs or personnel directing otherwise, then it is legal to enter.

Thanks for your response. Does the City issue citations if there is a "keep out" sign or similar in such a gated community?

It depends on the facts and what the officer's investigation reveals, but a citation is among the possible remedies.
