There is a new home theater store near the northeast corner of Preston and Warren Pkwy. I am curious if the sign on top of the building is within the guidelines of the city sign ordinance? It seems to be rather large in proportion to the building, a real eyesore.

The corner element that you are seeing is an architectural embelishment and not a sign. The theater store is designed to resemble the front of a movie theater. The sign is done as a marquee. The white element that you see is the prominent rising front of an older architectural style theater. Art Deco designs for theaters often incorporate this architectural element. Of course, this design was done to attract attention to the store itself. It is allowed under City codes.
