I've noticed shotgun shells on the ground in the area of Independence (North of Eldorado). Especially in the area along the first dirt road leading West from Independence. Is this legal?

It depends. Our legislature passed a new law in the last session that makes it legal to hunt on some parcels within the city. While it makes no sense to me, that is where we are for now. Generally, the parcel must be at least ten acres and was not annexed in 1982, I believe. Most of Frisco was not annexed in 1982, so most ten acre parcels would be legal to hunt on. There are additional restrictions as well, such as occupied buildings. The littering however, is illegal, if the persons dumping the shells could be identified.
