When is construction going to start for the widening of FM 423 between Eldorado and US 380?

TxDOT is currently acquiring the Right of Way for the widening of FM 423 to 6 lanes from Eldorado to US 380. After acquisition of the Right of Way, utility relocations can begin. TxDOT is scheduled to begin construction upon the completion of utility relocation, currently Fall 2012. Construction is expected to take 2 years.

Has there been a delay in this? I could have sworn I saw some mention, somewhere, of some activity scheduled to started in January 2012. Currently there is some work started on Gibbs road and another temporary patching at Panther Creek.

No sign of utility relocation.

TxDOT has nearly completed the ROW acquisition for FM 423 between Eldorado and US 380, and TxDOT is expecting to bid the project this fall. They are working with the utilities to begin their relocations. We are hoping construction of the project can begin this fall.

Utility relocations are expected to begin in December. Frisco and Little Elm have requested that TxDOT bid the project in April 2013. If approved, construction would be expected to begin in June 2013.

El Dorado Pkwy used to have a speed limit of 45, will this happen again to FM 423?

Brandon,

FM 423 is owned and operated by the State (the Texas Department of Transportation). Therefore, the City has no control over the speed limit on that road. However, the City and the State follow the same procedure for setting speed limits:

According to state law, speed limits are determined based on engineering studies (a standardized process that is used nationwide). TxDOT will conduct the necessary speed zone study after FM 423 construction is completed and will set the speed limit accordingly. Speed limits cannot be set arbitrarily and are not determined in advance; therefore, we do not know what the speed limit will be until the engineering study is conducted.

In addition, TxDOT will conduct follow-up speed zone studies on FM 423 (and Eldorado Parkway) every year or two and will adjust the speed limit in the future as necessary. In our experience, roads that are newly widened to 6 lanes may start out with a higher speed limit, but then the speed limit typically drops in the future as traffic volumes increase and development builds up along the road.

Description: This is a TxDOT project. Replace the existing two-lane asphalt roadway with a six-lane divided concrete roadway. Project includes paving, drainage, signals and lighting.
Status: ROW acquisition is complete and franchise utility relocations are underway.

Schedule: Roadway construction is anticipated to commence in early 2014.

Budget: $23,000,000
City Funding: No cost to City of Frisco

Any idea if 423 will be widened through The Colony (which is a bottleneck)?

I understand this more of a TXDoT question but wanted to know if you were privy to any information.

Here is what I received from TxDOT

We are still holding monthly utility coordination meeting for the utility franchises to complete their relocation. Oncor and AT&T will be the last two to clear. Oncor is currently scheduled to finish by the end of 2013 while AT&T is expecting to finish by March 2014.

As far as construction start date, the current estimation will be for January/February of 2014 after AT&Ts completion of their Phase 2(out of 3) relocation.

From TxDOT: We are still waiting for utilities to relocate to start construction. CoServe is the critical utility and they are telling us August for completion. A couple of other utilities are attached to the CoServe poles, so we are looking at September to start construction. We are working with both the contractor and the utilities to see if any areas can be cleared to start the contractor earlier.

Ben, is that TxDOT update about the North widening or The Colony widening? Eager to know about South (especially a traffic signal at 423/Lone Star Parkway and more lanes South through The Colony). Thanks!

I believe the response we provided was for the North project. The South project is expected to start in July and is expected to take 3 years to complete. The signal at FM 423 and Lone Star is not included in the project. Traffic will watch the location and construct the signal at a time when it is warranted.

Since it has taken two years and they seem to be about half way finished on the Eldorado to 380 will it be another two years for completion?

According to TxDOT, construction is approximately 60% complete and is expected to be complete near the end of 2017.
