Hello,
Question for Parks and Rec Manager:
For 2 weeks, BF Philips Park had 3 Full Size Soccer Fields with 6 Soccer Goals. Recently this week, 4 of the Soccer Goals were taken away. Are there plans to bring the Goals back to BF Philips Park, given that the Soccer Fields were part of Phase II construction? Do you all have plans to remove the remaining 2 Soccer Goals?

We moved six full size goals to Phillips two weeks ago for the Shawnee Trail Shootout Tournament. Four goals belong to FC Dallas and were moved back Tuesday morning. The remaining two goals are from Warren Park and we plan on moving those back first thing next week.

So is Phase II of BF Philips Park Complete? Or still ongoing? Phase II was to include Soccer Fields.

Phase 2 is complete. At this time there is not a need for Soccer to be played at this location. FSA tries to keep the number of locations to a minimum during a season. This helps them with volunteer and referee coordination as well as it helps to maximize field use. We have allowed other uses on the site and will evaluate the needs of all sports each year based on field availability to determine what sport will played on specific fields each year.

Soccer may be played on this location in the future if the need is there. We typically design our complexes with large flat areas of grass. Because soccer fields are the largest, we will design around those field dimensions knowing that most other sports will fit within that area if needed.

Is there a plan to connect West Rowlett Creek hike and bike trail with B.F. Phillips park? If so, what is the estimated completion date?

I want to make sure we are speaking of the same areas. BF Phillips park is located near Teel Parkway and Lebanon Road. West Rowlett Creek is in the SE Corner of the City.

The answer is yes they will connect. It will be a series of off-street and greenbelt trails that make the connection. The reason being is that BF Phillips is in a different drainage basin than West Rowlett Creek.

The shortest route would be from BF Phillips park go west on the trail adjacent to Lebanon Road until Ohio Drive, go north to Coit Road, then north to Rolater Road then east to the trail at the creek just east of Independence Parkway. The trail section along Rolater Road is not constructed and it will be several years before it will be in place.

I would estimate that it would take 2-3 more years for this connection to be made with off street trails. If one wanted to use a combination of off-street trails and on-street trails the ride could be made today. There will never be a continuous greenbelt trail that connects the two due to the different drainage basins.

Bacchus field/park. Do you know if a connection is planned? Thank you.

Yes a connection is planned. The City recently purchased property along the creek from Harold Bacchus Park to Independence Parkway. We are preparing a submittal to the Collin County in an attempt to get matching funds to build this portion of trail. Timing will be somewhat dependent on if we are successful in obtaining assistance. If we are able to get that section under way we will then move up the construction of the connecting sidewalk along Independence Parkway and Rolater Road. This is an intermediate route until the property along the creek on the east side of Independence Parkway develops.

Frisco met with Allen and Plano about a month ago to discuss the trail as it extends south of Limestone Quarry past SH 121. We are drafting a proposal for preliminary engineering that each of the three city councils will need to approve. This engineering study will help set the alignment as well as determine a cost estimate. Those in attendance at the meeting discussed that we could then consider submitting this section next year as a joint three cities project to Collin County. We feel that we have better a chance of getting the grant next year if the section north is completed or underway as well as next year Allen may have plans to build their portion south. We are also hopeful that all three cities will submit it as a joint project which will rank higher at the County during the review process. At this point Frisco has take the lead on this project, but we need the cooperation of the other two cities to complete the project. Both Plano and Allen are committed to the project.

What is the plan for the intersection of 4th Army and Lebanon at the south end of Phillips Park. That intersection seems to be dangerous for traffic entering and going west on Lebanon due to the curve of Lebanon road and limited sightlines. Also vehicles wishing to go eastbound on Lebanon are forced to turn west and make an immediate u-turn which also seems dangerous given the short distance to the U-turn. Will that intersection be redesigned when 4th army is completed and what is the timeline for completing 4th army?

Yes, the current intersection of 4th Army & Lebanon will go away when 4th Army is reconstructed. At that time, 4th Army will be curved to the west and will connect to Lebanon at the existing median opening (where the u-turns are made). This will create a more perpendicular intersection and address the issues you mention. The reconstruction of 4th Army is currently not scheduled so we do not have a timeline for it yet.

At this point we do not have a projected time. It will depend in a large part to when, those future facilities are needed, available funding, what the need is in other parts of town and also for Phillips, the traffic impact of building the other phases. Each of these will be weighed as the decision for a future phase is contemplated. I would not expect a major phase to start construction for several years.
