I drive this route every morning, and I've noticed a new disturbing trend. There is a pair of joggers that jog IN the right hand eastbound lane of Panther Creek just east of 423 early in the morning, about 5:50am. I can't imagine that it's legal nor safe to jog in a lane of a 45mph road, at night, into oncoming traffic, with no reflective gear on. Could a police patrol please talk to them?

If you observe pedestrians in the roadway and there is an available sidewalk, feel free to contact the police department's non-emergency number at 972.292.6010 to have an officer respond to the pedestrians; however, if there is no sidewalk present then pedestrians are allowed by law to walk/run in the roadway, against traffic, as close to the curb as pratical.
