Hello,

Is it possible to perform a traffic study at Cotton Gin and Dallas Parkway (west side, going southbound) in request of placing a stoplight at that intersection? It appears that in the last months, traffic has increased going "southbound" on the Dallas Parkway service road in the morning at this intersection, making it very dangerous to pull out from Cotton Gin.

I realize that once Stonebrook Parkway completes itself from the Dallas Parkway to Legacy, it will solve this problem for those residents that live in the area and utilize Cotton Gin. However, for the last year, traffic has dramatically increased in the morning hours at the intersection of Dallas Parkway and Cotton Gin, making it hardly possible for anyone to enter on Dallas Parkway service road southbound. I have witnessed many close calls there as well.

Traffic volumes always decrease during the summer and then increase again when school resumes, which accounts for the apparent increase in traffic on southbound Dallas Parkway (but traffic levels were similar during the last school year). However, we have noticed that the opening of the new Hunt Middle School has changed some traffic patterns in the area, including more traffic using Cotton Gin in the morning.

As a result, we have already scheduled a traffic study to determine if a traffic signal is warranted at Cotton Gin and Dallas Parkway. Traffic signals are not installed until an intersection meets certain traffic volume thresholds. Once a location meets those thresholds, the City has a priority list of intersections across the City considered for a traffic signal based on total traffic volumes and the analysis of conflicting movements. The City then assigns our limited funding to the top priority locations. This list of locations is then re-studied and re-prioritized each year. (If significant traffic only occurs on Cotton Gin during a short time in the morning then it may not reach the top of the priority list until traffic volumes on Cotton Gin increase during other times of the day as well.)

Another item related to the priority of any potential traffic signal is the feasibility of constructing it. In the case of Cotton Gin and Dallas Parkway, we have an issue where the northbound offramp from the Tollway may be too close to the potential traffic signal considering that the frontage road currently has only two lanes. As part of our traffic signal warrant study, we will also analyze whether a traffic signal installed on the frontage road will likely back up traffic onto the Tollway. If so, we will need to initiate a project to widen the frontage road to three lanes (including a new bridge) before we can install the traffic signal.
