TxDOT's "Report a Litterer" program provides the ability to report someone who litters on Texas highways. For non-highway littering the FAQ on their website says, "If you notice litter in your community or on city streets, please contact your city government."

Does Frisco offer a way to report a motorist who litters? I have recently seen people throwing trash out their window while driving through my neighborhood. I have their license plate number and vehicle description and would like to know if there is any action I can take.

Certainly. Citizens can call police communications at 972.292.6010 to report any criminal activity. In case of emergency, always use 9-1-1.
