Are there any City codes against replacing my attic pull down ladder type stairs in my garage with a built in staircase type?

Each residence is required to have two parking spaces in a garage, which means a clear space for parking 18' X 20'. If a permanent stair can be constructed without encroaching on the mimimum parking requirements, there are no other codes that would prevent this installation.
