With all high winds on Sunday, I noticed the car traveling west to Preston in front of me almost go down the wrong way towards where the new road in being constructed by the new apartments going up. This was caused by one of the detour sighns being blown out into the street. Which, when approaching this situation, appeared as though the detour had changed. This happened during the daytime so the driver had time to see what was ahead and ended up on the wright path. I tried to find the correct number to call on this but being this was a holiday weekend all I got was recordings. My better judgement convinced me to go there myself and replace the baracade to its correct location and weight it down myself.
Who should I have called in a situation like this?

The police department non-emergency line at 972.292.6010. Police communications can route the call to the appropriate department.
