I travel South to Frisco daily and have a question regarding traffic around the Preston/Eldorado area. It seems that people travelling Westbound on Eldorado are turning right at the light at Preston/Eldorado, travelling down to the Latera division, making a U turn at the entrance to Latera (Vita Dolce) and getting back on Preston, travelling South and turning right on Eldorado. Is this legal? It may be backed up on Eldorado, but when they do this, it then backs up Preston Road traffic.

The movement you describe is technically legal. Officers do watch the area for illegal u-turns as well as turning violations at the intersection.

No, while not the safest movement, we have no mechanism to stop legal activity.
