When turning from a road like Custer onto the 121 frontage road are cars allowed to turn right around the protective island (as opposed to using the designated turn lane?

It is technically allowed as long as there are no signs that prohibit it (or any signs or markings that designate that lane as a through movement only). In the case of SH 121 and Custer, there are no signs or markings that restrict the use of the through lane, so someone could turn right around the island. However, this is not advisable. Typically this movement would be made by the occasional person who realized they just missed their turn. If a significant number of people started doing it, we would likely ask TxDOT to install signs to prohibit such a movement. (Custer Road as well as the SH 121 frontage road are TxDOT roadways.)
