I was wondering what is being built just to the northeast of the Panther Creek/423 intersection? You can see some big cranes putting up walls from highway 380. It doesn't look like there's any surface roads to the site though.

Diego,

The construction that you are seeing is for the new wastewater treatment facility that is being built by the North Texas Municipal Water District and the City of Frisco. This plant is accessed by a small, dirt road called Panther Creek Road and will serve the northern tier of the City and its current extraterritorial jurisdiction.
