In light of the recent permit given to Bank of America for the site next to Target (next to the Tollway), is there any criteria that seems to be exceeded by these numerous establishments?

There's many more than one on every corner.

Brian,

The City has no specific criteria that would limit many different land uses such as restaurants, shopping centers, banks, drug stores, etc. The number and location of businesses are typically limited by market conditions and the growth objectives of specific corporations.
