I live in a residentail neighbor hood where there are some "T" intersections. For example a side street that does not connect through. There are houses at the top of the "T". Is it legal for people to park in this "T" and block the cross walks openings that exist?

Per Captain Joe Williams:

The area you described in the "T" is part of the intersection; therefore it is unlawful to park there.
